What is the RRO 2005 and What Does It Require?

The Regulatory Reform (Fire Safety) Order 2005 (RRO) is the principal fire safety law in England and Wales for non-domestic premises. Enforced by local Fire and Rescue Authorities, it places clear duties on the Responsible Person — typically the employer, building owner or managing agent — to manage and maintain fire safety across their premises.

The RRO requires that a suitable and sufficient fire risk assessment is carried out and reviewed regularly, that all fire safety equipment is maintained in efficient working order, and that all maintenance activities are recorded and available for inspection. Strengthened by the Fire Safety Act 2021, requirements are particularly stringent for higher-risk residential and mixed-use buildings.
